“BRICS+” Tech Policy Camp: International Training on Science and Technology Parks Governance and Cross-Border Innovation

Objectives:

Amid the deepening global sci-tech revolution and industrial transformation, technological innovation has become a key driver for national modernization, addressing global challenges, and achieving sustainable development. However, BRICS and other developing countries face structural issues such as insufficient innovation capacity, incomplete policy frameworks, and limited industrial park governance expertise, urgently requiring systematic support in sci-tech policy, park management, and international collaboration. To advance BRICS Summit outcomes and strengthen partnerships, this “BRICS+”Tech Policy Camp: International Training on ST Park Governance & Cross-Border Innovation will share China’s practices and experience in sci-tech park development, governance optimization, industrial clustering, technology transfer, and international incubation platforms. Targeting participants from BRICS member states (11) and partner countries (9), the program aims to enhance operational capabilities while fostering policy synergy and collaborative mechanisms, ultimately contributing the perspectives and experience of developing countries to the improvement of global sci-tech governance.

Programs:

The theme of this training program is “Entrepreneurship Inspires Youth Power, Innovation Leads BRICS Development.” Centered on current trends and practices in technological advancement, the program incorporates a diverse learning model that combines “expert lectures × on-site visits × experiential learning × 1v1 mentor exchanges.”    The curriculum focuses on six core modules:

(1) Trends in technological innovation among BRICS countries

(2) Practices in the construction of science and innovation park and incubator development

(3) China’s innovation ecosystem

(4) Frontiers of AI development

(5) Pathways for transforming scientific and technological achievements

(6) Mechanisms for international cooperation and resource sharing

The training includes 10 specialized courses and multiple site visits, offering rich and well-structured content designed to enhance participants’ theoretical knowledge and practical skills, while fostering a platform for mutual learning, exchange, and collaborative development.
