Guangxi Science and Technology Information Network Center (GXSTINC), directly affiliated to the Department of Science and Technology of Guangxi Zhuang Autonomous Region, was founded in 2002 and is responsible for the construction of China-ASEAN Technology Transfer Center (CATTC). GXSTINC is granted as the International Science and Technology Cooperation Base (International Technology Transfer Center) by the Department of International Cooperation, Ministry of Science and Technology of People’s Republic of China in 2013. It is a demonstration institution for technology transfer of national and provincial levels, the council member of Guangxi Technology Transfer Alliance, the member of International Technology Transfer Network (ITTN), as well as one of the first Guangxi Jinyuan Units of Scientific and Technological Innovation. Moreover, it has won the 5th and 6th Golden Bridge Award of the Technology Market Association of China and the second prize of Guangxi Science and Technology Award of Surveying, Mapping and Geoinformation. It successively undertook 39 scientific research projects of national and autonomous region level, with rich experience in the construction and operation of application service information platform and in technology transfer service. It has been the leading unit in Guangxi in carrying out ASEAN-oriented technology transfer in recent years. GXSTINC has a 53-person technology transfer service team with high-quality and professional members graduating from famous domestic and overseas universities, 30 of which are with graduate degrees or above, 5 with senior professional and technical titles, 12 with intermediate professional and technical titles, 1 with special government allowance granted by the State Council, Guangxi Outstanding Expert and Guangxi Youth Science and Technology Award, and 2 selected as the second level candidates of the New Century Guangxi Ten-hundred-thousand Talents Project.

GXSTINC, covering an area of 1000 square meters, has established a professional Cloud Computing Data Center (International Data Corporation), a Multimedia Call Center and a Video Center. GXSTINC constructs and operates the ASEAN-oriented information sharing platforms for technology transfer, including the official website of CATTC and technology transfer matchmaking platform. It has become the undertaking and distributing center of China-ASEAN technology transfer service. Besides, it has a professional IT team, which provides services like IT research and development, data operation and maintenance, etc. for technology transfer service.  It has signed cooperation agreements with Multimedia Super Corridor (MSC Malaysia) in co-construction of the supply & demand platform of technology transfer; with Science and Technology Center of Ho Chi Minh City and Da Nang City in bilateral information sharing; with Malaysian Biomass Industries Confederation and Hungary Laser Consult as the members of China-ASEAN Technology Transfer Network (CATTN), which further the cooperation in information exchange, technological achievements exchange and trainings. At present, GXSTINC has developed 20 domestic members and 21 overseas members of CATTN. The development of CATTN has played a key role in further integrating the ASEAN-oriented technology transfer service resources and promoting the development of China's technology transfer service industry.
