Science and Technology Input Entered a Swift Growth Period in China

It is shown on the " Statistical Bulletin of 2001 National Science and Technology Input" issued by the State Statistics Bureau, the Ministry of Science and Technology and the Ministry of Finance that the science and technology input presented a sound beginning in the first year of the "the Tenth Five-Year Plan", science and technology input kept a fast increase, the R&D expenditure was over RMB 100 billions for the first time, which took 1.1% of the GDP, and which marked that the science and technology input in China began to enter a fast growth period.  

The bulletin shows that RMB 258.9 billions were raised for scientific and technical activities in 2001 throughout the country, 24.3 billions more than the last year and an increase of 10.3%.

The national finance appropriation for science and technology was RMB 70.3 billions all the year around, 12.8 billions more than the last year and an increase of 22.2%, which was 3.7% of the total national financial expenditure. Of the national finance appropriation for science and technology, the appropriation for science and technology by the State Revenue was RMB 44.4 billions, an increase of 27.1% as compared with the last year and 7.7% of the state revenue expenditure; the appropriation for science and technology by the local public finance was RMB 25.9 billions, an increase of 14.6% and 2.0% of the local public finance expenditure.
The expenditure on scientific and technical activities was RMB 231.3 billions in 2001, 26.2 billions more than that of the last year and an increase of 12.8%.

In view of executive agencies, the expenditure of enterprises, state-owned scientific research institutes and institutions of higher learning with independent accounting was RMB 149.6 billions, 55.8 billions and 16.6 billions respectively, an increase of 11.5%, 11.3%, and 21% as compared with the last year. The proportion of expenditure of each executive agency was 64.7%, 24.1% and 7.2% of the aggregate expenditure.

In view of usages, burdened labor cost for scientific and technical activities was 54.9 billions, an increase of 15.5% as compared with the last year; the expenditure on fixed assets purchase and construction was 69.2 billions, an increase of 14% as compared with the last year.

In view of regions, places where expenditure on scientific and technical activities exceeded 10 billions include Beijing, Guangdong, Jiangsu, Shanghai, Shandong, Sichuan and Zhejiang, 144.1 billions in all, which was 62.3% of the national aggregate expenditure for scientific and technical activities.

The bulletin shows that the annual expenditure of R&D activities that reflect the independent research and development capabilities of our country was 104.3 billions, 14.7 billions more than that of the last year and an increase of 16.3%, and the proportion of R&D expenditure was 1.1% of the GDP. The R&D expenditure per capita was RMB 110,000 Yuan, 12,000 Yuan more than that of the last year.

In view of research types, expenditure on fundamental research, applied research and test development was 5.2 billions, 17.6 billions and 81.4 billions respectively, an increase of 11.8%, 15.8% and 16.8% as compared with the last year, and their proportions in the total R&D expenditure was 5%, 16.9% and 78.1%.

In view of executive agencies, the R&D expenditure of all classes of enterprises was 63 billions all the year around, an increase of 17.3% as compared with the last year, and 60.4% of the national aggregate expenditure
enterprises have become stable investment subjects of R&D activities; the R&D expenditure of state-owned scientific research institutes and institutions of higher learning with independent accounting was 28.9 billions and 10.2 billions respectively, an increase of 11.7% and 33.4% as compared with the last year and 27.6% and 9.8% of the national R&D aggregate expenditure.

In view of industry sectors, the R&D input intensity (the proportion of R&D expenditure and sales income) of the top seven industries was over 1%. That of the electronic and communication equipment manufacturing industry reached 1.6%
that of medicine manufacturing industry reached 1.5%that of specialized facility manufacturing industry, transport and communication facilities manufacturing industry, instruments and meters manufacturing industry and office machinery manufacturing industry reached 1.1%and electric machinery and equipment manufacturing industry and standard machinery manufacturing industry reached 1%.

In view of regions, places where expenditure for R&D exceeded 5 billions include Beijing, Guangdong, Jiangsu, Shanghai, Shandong, Sichuan, liaoning and Shanxi, 71.3 billions in all, which was 68.4% of the national aggregate expenditure for R&D.
